Animal hoarding: When ‘compassion’ can become a crime

Why do people hoard animals? Is it a simply a consequence of taking in one too many strays or a mental disorder about control and manipulation? The cause is elusive, but experts say recidivism is nearly 100 percent. "Hoarding is compulsive behavior. It's a huge problem nationwide, not just with animals but with other things," said James Rog, an animal control officer for the Elgin Police Department.
